Your telegram of 25th March. Prisoner's name is Ernest Siemesen. Military Intelligence Officer reports that person named was a brewer in Tsingtao whence he came to Shanghai where he was placed on suspect list as believed to be connected with arms gang. He was overheard by two witnesses to tell another German that he was connected with a plot to blow up the S.S. "Suva Maru" when she had 100 Shanghai Volunteers on board.
